HEALS Act vs. HEROES Act – A Side-By-Side Comparison

By: Chris McCannell, Senior Government Affairs Consultant at GrayRobinson

GrayRobinson has created a side-by-side comparison of what is included in the Senate Republican introduced HEALS Act versus the House passed HEROES Act for easier understanding of what is included in each.

The enhanced Unemployment Insurance funding expires Friday 7/31/20.

Senate Republicans presented the HEALS Act after negotiations among the Republican conference and the White House. As reported, support for another $1 trillion++ legislation among Senate Republicans is not universal.

Senate Democrats are playing a key role in these negotiations as well as Speaker Pelosi.

Democrats are pushing for changes to the liability issues, continuation of the $600 enhanced UI benefits, rental assistance, support for funding for USPS, support for states and local governments and other key principles.

Secretary Mnuchin and Chief of Staff Meadows are leading the negotiations for the President. Optimistic voices believe success next week is reasonable (August 7th), but there is a potential it could even go further into the second week of August to gain consensus.
